The RIBA Plan of Work is the most widely used framework for describing the stages of a construction project. Published by the Royal Institute of British Architects and periodically revised, it divides work from initial strategic thinking through to building use, and it has become common shorthand well beyond the United Kingdom — including on projects across the Gulf.
Its usefulness is not the numbering. It is that it gives every party a shared answer to two questions: what is being decided now, and what is being locked.
The stages
Stage 0 — Strategic Definition
Before there is a project, there is a question: what is the client actually trying to achieve, and is a building the right answer? This stage tests the business case and considers options — including doing nothing, or doing something other than building.
What it locks: whether to proceed at all, and on what basis.
Stage 1 — Preparation and Briefing
The brief is developed properly: requirements, site information, budget, programme, project risks and the parameters within which design will operate. Feasibility studies sit here.
What it locks: the problem the design is solving. Briefs that remain vague at this point generate expensive change later.
Stage 2 — Concept Design
The architectural response takes shape: massing, orientation, spatial arrangement, circulation, the outline of the architectural character. Other disciplines contribute early strategies.
What it locks: a great deal. Massing and orientation decisions taken here constrain cost, efficiency and quality for the remainder of the project. This is the stage that most rewards attention, and the one clients most often compress. Stage 3 — Spatial Coordination
The concept is tested and coordinated against the other disciplines — structure, services, façade, vertical transportation. Where they conflict, the resolution happens here.
What it locks: whether the concept is genuinely buildable. Problems not resolved at Stage 3 surface on site, where they are far more expensive.
Stage 4 — Technical Design
The coordinated design is developed into the technical information from which the building is constructed: detailed drawings, specifications, and the specialist subcontractor design that sits alongside them.
What it locks: how the building is actually made.
Stage 5 — Manufacturing and Construction
The building is built. The design team's role shifts to responding to queries, reviewing submittals, and observing that what is constructed reflects what was designed.
What it locks: everything, in the most literal sense.
Stage 6 — Handover
The building is completed, commissioned and handed to the client, with the information required to operate it.
Stage 7 — Use
The building is in operation. Post-occupancy evaluation, where it is carried out, feeds what is learned back into the next project.
Why the framework matters more than the numbers
Two properties make the Plan of Work useful in practice.
It creates a shared vocabulary. On a project with a dozen consultants from different markets, "we are at Stage 3" communicates more precisely than any narrative description of progress.
It makes the cost of change legible. Changing the massing at Stage 2 is a design exercise. Changing it at Stage 4 invalidates coordinated work across every discipline. At Stage 5 it is a variation with cost and programme consequences. The framework makes that escalation visible to everyone, which is precisely why it is worth using even where it is not contractually mandated.
Applying the framework in the UAE
The Plan of Work is a design-process framework, not a regulatory one. On a UAE project it runs alongside a separate statutory sequence — authority submissions, no-objection certificates and approvals that must be obtained at defined points before work can proceed.
The practical discipline is aligning the two. A design stage that completes without the corresponding statutory input having been secured produces coordinated documentation that may still require revision.
How design stages align with statutory milestones depends on jurisdiction, development authority and project type. Authority sequences and submission requirements vary between emirates and development zones, so the mapping should be established for the specific project at inception and reflected in the programme, rather than assumed from a generic stage framework.

Common misconceptions
"The stages are sequential and never overlap"
In practice they overlap considerably. Long-lead packages are frequently developed to Stage 4 while other parts of the building are still at Stage 3. The framework describes the state of a work package as much as the state of the project.
"RIBA stages are only relevant to UK projects"
The framework has been adopted well beyond the UK because it solves a general problem — describing design progress consistently. It carries no regulatory force in the UAE, but it remains widely used as a common language.
"Skipping early stages saves time"
Compressing Stages 1 and 2 is the most reliable way to generate change later. The decisions those stages settle are the ones the entire project depends on.
"Stage 4 is when the design is finished"
Technical design completes the information needed to build. Construction still generates queries, substitutions and site conditions requiring architectural judgement, which is why construction-stage attendance is a defined service rather than an afterthought.

- Understand what each stage decides, and resist compressing the early ones
- Confirm which stages your appointment covers — it may not be all of them
- Align design stages with the statutory sequence from the outset
- Expect the cost of change to rise sharply after Stage 3
- Agree deliverables per stage, not just stage names
